Identification note: catalogue card has "George 6456. Charles James Fox sits in the cart. In the foreground stands Lord North. This anticipates Fox's rejection for Westminster. He was MP for Malmesbury 1774-1780, when he was elected for Westminter. In those days paupers were taken in a pass-cart by constables from county to county and so passed to their place of settlement. This humiliating form of transport was (legally) reserved for vagrants, not for the more respectable 'settled poor'" on the back
